AI starts with people
AI starts with people at the center. Urban AI doesn’t just automate services—it connects citizens, boosts engagement, and transforms governance. More efficient, more democratic, more human. That’s why we pair AI systems with co-creation and stakeholder-driven policy, shaping a new era of urban life.

governance in the ai era
Governance, as we know it, is on the verge of a profound shift. Traditionally, governance has been built on control, oversight, and reactive regulation. Decisions are based on past data, political negotiation, and incremental reforms.
But as AI becomes embedded in cities, economies, and institutions, this model will no longer be sufficient.
Governance in the AI era evolves from a model of control and compliance into one of orchestration, anticipation, and outcome-driven stewardship.
The winners will be those governments that learn not to resist AI, but to integrate it thoughtfully, ensuring human values remain at the center of automated intelligence.
AI-DRIVEN GOVERNANCE
Governance is on the edge of a seismic shift. In the AI era, cities won’t just manage—they will sense, learn, and act with unprecedented precision. Decision-making will move faster, citizens will step closer, and governments will evolve from reactive managers into proactive orchestrators of progress.

From Compliance to Impact
The measure of governance will no longer be “did we follow the rules?” but “did we improve lives?” with humans safeguarding trust, ethics, and fairness.
From Representation to Participation Citizens will interact directly with AI-powered platforms, influencing policy in real time and making governance more inclusive.
From Data to Wisdom
Cities will no longer just collect information; AI will transform data into actionable foresight, guiding leaders toward smarter, fairer decisions.
From Static to Adaptive
Governance will shift from rigid rules to real-time, AI-powered decisions that evolve with the city’s pulse.
From Silos to Orchestration
AI will connect transport, energy, health, and safety into one living system, with leaders steering the whole rather than managing parts
From reactive to Preventive
Instead of waiting for crises, AI will predict risks, simulate solutions, and trigger actions before problems unfold.

GOVERNANCE SKILLS
We’re not new to this: we led EU Smart City & Communities initiatives, launched Citizen City and the European Network of City Policy Labs, and deployed projects across major European capitals and the Middle East. 15+ years of delivery, not theory.
From eGov systems to citizen engagement platforms, Smart Contracts on Blockchain, and IoT infrastructures, we’ve implemented the tech that cities dream about. If it makes a city smarter, chances are it’s already in our toolkit.

co-creation
the most effective governance strategy
Co-creation is a collaborative approach to problem-solving and innovation where multiple stakeholders—citizens, businesses, civil society, and government—actively participate in shaping policies, services, or urban development initiatives. Unlike traditional top-down governance, co-creation emphasizes joint decision-making, shared responsibility, and iterative feedback, ensuring solutions reflect the needs, expertise, and creativity of all involved.
A city that embeds co-creation into its governance shifts from being a service provider to being a platform for collaboration. By unlocking collective intelligence, it becomes more adaptive, innovative, and inclusive, creating a virtuous cycle where citizens, government, and businesses grow together.
Co-Creation Specialists
Developed in close collaboration with the UN University for e-Government and Smart Cities, the SIC is the go-to framework for addressing any urban challenge. It aligns and organizes all stakeholders, ensuring everyone is actively engaged in creating solutions.

Sustainable Innovation Canvas (SIC)
Leveraging the SIC as a planning tool, we are experts in managing regulatory sandboxes—controlled environments that enable the safe testing and implementation of innovative solutions. Within these sandboxes, we adapt and develop AI agents to automate and optimize the execution of these solutions.

BLENDED FUNDING mODELS
Smart cities fuel local progress, but funding often kills the momentum.
That’s why we pair proven solutions with the right financing tools—so your city doesn’t just plan the future, it builds it.
BLENDED FUNDING FOR AI
Blended funding (also called blended finance) is a financial strategy that combines different types of capital from multiple sources—typically public, private, and philanthropic—to fund projects that might be too risky or costly for a single type of investor. The goal is to leverage limited public or philanthropic funds to attract larger private investments, particularly for projects with high social or environmental impact.

Build-Own-Operate-Transfer (BOOT)
Private entities design, finance, and operate infrastructure for a specified period before transferring ownership to the municipality. This model mitigates public sector risk, accelerates project delivery, and ensures that the city gains long-term control and benefits from the infrastructure.
Funding Regulatory Sandboxes
We bring city stakeholders together in a single sandbox to design urban solutions that fund themselves. AI-powered Public Service MUPIs selling private products, or school rooftops hosting solar panels for local energy communities, are a few examples.
Public-Private-People Partnerships
A dynamic collaboration among public authorities, private enterprises, and citizens. This model leverages shared responsibility and resources, ensuring that smart city solutions are co-created and widely accepted. It fosters innovation, enhances civic engagement, and aligns development with community needs.
Civic Crowdfunding
Engages citizens directly in funding specific smart city projects through platforms like Citizinvestor. This approach not only raises capital but also strengthens community ownership and support for urban initiatives. It's particularly effective for smaller-scale projects with clear, tangible outcomes.
